Summary
When a scheduled collection day lands on a recognized holiday, Lake County Solid Waste Management pushes garbage, recycling and yard trash pickup back by one day for the rest of that week, under County Code § 23-19(b). A Monday holiday means Monday's route runs Tuesday, and every other route that week slides one day later, so Friday customers get Saturday service instead.
(a)Collection of Garbage and Recycling will occur on the same day, and Collection of Yard Trash will occur on a different day. Customers will receive notice of their Scheduled Collection Days. Normally, Collection will be Monday through Friday. (b)The following shall apply whenever a Holiday occurs on a Scheduled Collection Day: if a Scheduled Collection Day falls on a Holiday, Collection will be on the first day after the Scheduled Collection Day, and all the other Scheduled Collection Days in that week shall be shifted back one day. For example, if the Scheduled Collection Day is a Monday, and Monday is a Holiday, then Collection will occur on Tuesday, and every other Scheduled Collection Day that week will occur one day later than normal. Under these circumstances, Customers that normally receive Collection Service on Friday will receive Collection Service on Saturday.

Full Breakdown
Lake County Code § 23-11 defines "Holiday" as New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day: the six dates that trigger the shift. Section 23-19(a) sets the baseline, garbage and recycling collection happen on the same day each week, yard trash runs on a separate day, and collection normally runs Monday through Friday. Section 23-19(b) then governs what happens when one of those six holidays lands on a scheduled collection day. Rather than skip the run, the county pushes it: the holiday's own route moves to the first day after the holiday, and every other route later in that week shifts back one day to make room.
The code's own example: if a Monday route is the holiday, Monday's collection moves to Tuesday, and every other day that week runs one day later than usual, so a Friday customer gets Saturday service instead. Section 23-19(c) covers the rarer case where the Solid Waste Division director has approved twice-weekly garbage pickup for a route, Monday through Saturday; if a holiday falls on a scheduled day under that arrangement, there is only one collection that week, run on the next scheduled day rather than a full weekly shift.
and normal capacity limits apply on the shifted day. The code does not print an annual calendar; customers track the shift themselves off the six named holidays, or call Solid Waste Management for their route's shifted date.
Violations & Fines
Chapter 23 sets no separate penalty for the holiday shift itself: the schedule shift is automatic and administrative, not a customer obligation. Missing a shifted pickup does not trigger code enforcement, but the routine cart rules still apply on the shifted day. Under § 23-5, violating any provision of Chapter 23, including the cart set-out rules, is a Lake County Code violation subject to Code Enforcement proceedings under Chapter 8.
