Idaho Code 18-7031 makes it an infraction to deposit litter, trash, garbage or other waste on public or private property where not authorized. Kootenai County's Solid Waste Ordinance mirrors this in section 4-3-15(E), prohibiting unauthorized deposits of debris, litter, trash, garbage and other waste on any place not authorized by the county, city or property owner. Section 4-3-8 additionally requires that all solid waste be discarded only through the approved county system. Report illegal dumping and misuse of rural sites to the Kootenai County Sheriff at 208-446-1300 with a vehicle description and plate if possible.
Idaho Code 18-7031 escalates from a $150 infraction to a misdemeanor for repeat offenders. County code 4-3-16 makes a violation a misdemeanor of up to $1,000 and six months, plus cleanup-cost liability.
