Lane Code 9.010.005A defines illegal dumping as the act of throwing, placing, disposing of, or directing another to dispose of refuse, electronic waste, yard debris, construction/demolition debris, or hazardous waste upon private land without the landowner's permission, or upon public lands, public places, or public waters, other than in receptacles provided for collecting such waste. A person whose name or identifying mark, such as an addressed envelope, is found in dumped material is presumed responsible and must rebut that presumption.
