Alamance County, NC Trash & Recycling: Illegal Dumping (2026)

Section 4(1)(e) states that no person shall throw, dump, deposit, or cause to be thrown, dumped, or deposited solid waste on property owned by the person, another person, or on any public highway, street or road, upon public parks or recreation areas, or upon any other public property except property specifically designated for that use. The prohibition covers dumping on one's own land as well as someone else's, closing off the common defense that a landowner can pile waste on private property without consequence. Lawful disposal under Section 4(1)(f) is limited to contracting with a county-licensed or franchised hauler, hauling waste to the public landfill or a designated county convenience center, burning in a properly licensed incinerator, or another method approved by law, so any dumping outside those channels triggers the ban.

C. Gen. §130A and general-ordinance power in §153A, and it is enforced countywide by the Health Director and Solid Waste Department, including at the county's sanitary landfill and convenience centers, where staff can verify residency and refuse service to anyone who will not identify themselves. Landfill and convenience-center users who dispose of waste outside the manner directed by Solid Waste Department management face administrative penalties for costs or damages under Section 4(9)(b), separate from the criminal exposure for dumping on unpermitted land.
