No person may operate a vehicle in West Allis that litters, spills, dumps, blows, or otherwise deposits its contents, including construction debris, mud, dirt, rocks, sand, gravel, sticky substances, liquid, or other foreign matter, onto any city street, alley, gutter, sidewalk, or public place, per Revised Municipal Code § 11.05. The rule also reaches debris tracked off by a vehicle's tires or wheels. Contractors making continuous deliveries or hauling for most of a workday may get special permission to clean up after hours, but no later than 6 p.m. Violators must pay for litter removal in addition to any fine.
