Five conditions apply. First, the container cannot be located in the public right-of-way at any point. Second, it must be placed in the area of least visibility that the property's access and the location of existing buildings on site realistically allow, not simply wherever is most convenient.

Third, containers must be kept covered to prevent odors and blowing trash. Fourth, roll-offs specifically must be maintained so they do not scatter debris or accumulate overflow material on the ground, which would otherwise create a rodent or nuisance problem. Fifth, and most consequential for timing, a roll-off or other temporary container tied to construction must be removed no later than 10 days after construction activity has ceased, while one brought in solely for a move can remain on site for no more than seven consecutive days.

These pickup deadlines run independent of the building permit's own inspection timeline, so a roll-off that outlasts the 10- or 7-day window is a code violation even if the underlying construction or move is still technically in progress.
