010 of the Maui County Code defines a 'refuse collection unit' as the aggregate of six containers, boxes, bags, or bundles, which sets the practical limit on how much trash a standard monthly service fee covers. 030(C) ties billing to that unit: an owner pays for one refuse collection unit per legally permitted dwelling unit on the property, and fees for any additional units of trash must be paid in advance rather than absorbed into the standard charge. If the number of units at a property decreases, the owner is credited against future annual service charges, but refunds are issued only when the account is closed entirely.

Reopening a closed account, or closing and reopening one at the same residence within a year, triggers a separate service fee set in the annual budget ordinance.
