Honolulu County sets uniform set-out standards under ROH Sec. 42-1.4. In manual collection areas, tree branches may not exceed 9 inches in diameter, green waste must be cut to lengths no longer than 3 feet, and bundles are limited to 50 pounds. Containers and materials must be placed at the curb no earlier than the time specified by the Department of Environmental Services and removed after collection. Section 42-1.5 imposes additional limitations on collection for unsafe or noncompliant set-outs. Section 42-1.12 authorizes the islandwide curbside recycling program that runs alongside refuse pickup.
Oversized branches, overweight bundles, early set-out, or failure to remove empty containers can trigger warnings, refusal of collection, and civil fines under Chapter 42.
