48, Residential Recycling Collection, governs curbside pickup for single-family and multifamily customers of the county's franchised solid waste company in unincorporated Kitsap County; Bremerton, Port Orchard, Poulsbo and Bainbridge Island contract separately for their own city limits. 040(4)(B) sets the core pickup rule for contaminated loads: the solid waste company may refuse to collect curbside recycling and compostable organics material set out for collection if the material will be unmarketable due to contamination, but it must attach information to the cart explaining why the material was not collected, and the customer then chooses to clean the material or ask the company to dispose of it as garbage at the next scheduled pickup.
