Except as otherwise provided in this chapter, it is unlawful for any person to collect, store, transport or dispose of any waste or solid waste in the unincorporated areas of the county for compensation unless he first obtains a certificate issued by the board; or after issuance of a certificate, to collect, store, transport or dispose of waste or solid waste in a service area not covered by his certificate, except as otherwise provided by this chapter. ... No person other than the generator of the materials placed in a container for collection, an officer, employee, or agent of Washington County or an employee of the certificate holder may enter into a collection container used by a customer to contain solid waste, recyclable materials or yard debris unless that person owns the container or has been explicitly authorized to enter it by the owner of the container.
