Adams County does not run a single municipal trash route; residents in the unincorporated county contract with a private, county-licensed hauler. Since Ordinance No. 17 (effective Feb 17, 2024), all licensed haulers must be registered with the county.
Unlike a city, Adams County does not provide one municipal garbage service for the unincorporated area, so residents choose among private haulers. On January 9, 2024 the Board of County Commissioners adopted Ordinance No. 17, the Solid Waste Hauling Businesses licensing ordinance (effective February 17, 2024), which applies to 'all solid waste haulers that collect and haul waste in unincorporated Adams County,' covering trash, recyclables, organics, junk, construction/demolition debris and bulky materials. Haulers must hold an annual county license, carry insurance, label vehicles and containers with their company name and phone number, and report tonnage annually. Pickup days and rates are set by your chosen hauler, not the county. Incorporated cities arrange their own collection.
Enforcement targets the hauler, not the resident: operating without a required annual license, or failing to meet Ordinance No. 17 standards, is a violation subject to the ordinance's enforcement and penalty provisions.
