3031. Residential Solid Waste Collection and Disposal. Residential solid waste may be collected and disposed of by an individual occupant by hauling to a disposal site approved by the Director (as provided by this chapter). Residential solid waste may be collected by contract with a person having a permit for solid waste collection issued by the Director (as provided by this chapter).
