Virginia Code Β§10.1-1411 requires localities to achieve at least 25% recycling rate annually, reported to the VA Department of Environmental Quality (VDEQ). Loudoun County participates through private hauler commingled programs plus eight recycling drop-off centers operated by Public Works: locations include the Evergreen Mills landfill, Lovettsville, Purcellville (Hirst Road), Hamilton, Philomont, Aldie, Middleburg, and Lucketts. Accepted materials: paper (newspaper, mixed, magazines), cardboard (flattened), metal cans (aluminum, steel), glass bottles and jars (clear, brown, green), plastics #1 (PET) and #2 (HDPE). NOT accepted: plastic bags, polystyrene foam, #3-#7 plastics at most sites, food-contaminated containers, textiles, and shredded paper. Glass recycling has been challenging in Northern VA since 2018 β some Loudoun drop-off bins accept glass separately for crushed aggregate use. Loudoun County Public Schools require recycling in all cafeterias per policy. Multi-family buildings over 100 units must provide recycling access per hauler contract terms.
