Under Code Sec. 10-26(a), Aiken County limits what its Recycling Drop-Off Centers will accept: household waste must be bagged in plastic bags, must have originated in Aiken County, and must be delivered by county citizens from their own personal residences. No nondomestic waste of any kind may be dumped at the drop-off centers, and commercial and special handling waste falls under separate provisions of the code. Sec. 10-41 backs this up by making it unlawful to leave solid waste or recyclables on the ground around the centers; everything must go into the containers provided at the designated location.
Sec. 10-42 bars industries, commercial businesses, and commercial garbage collectors from using the county drop-off centers at all, reserving them for residential use. Operating hours for the drop-off centers are set by county council from time to time under Sec. 10-27(a), and Sec. 1 closes the centers on the same holiday schedule as the county landfills: New Year's Day, Martin Luther King Jr. Day, Good Friday, Memorial Day, July 4th, Labor Day, Thanksgiving Day, and Christmas Day. County employees who fail to keep the posted hours face termination under Sec.
10-27(b). Exceptions to the acceptance rules require written approval from the county administrator or a designee, with the concurrence of the South Carolina Department of Health and Environmental Control (SCDHEC).
