Summary
Any company licensed to collect trash in Carroll County must also collect recyclables. Section 50.04(E) requires a hauler who collects municipal solid waste to collect, or arrange for the collection of, recyclables kept separate from all other solid waste, and haulers delivering to a county facility must segregate waste into whatever categories the county requires.
(E) Recyclable materials. A hauler who collects municipal solid waste must also collect or provide for the collection of recyclables separated from all other forms of solid waste. Haulers delivering solid waste to a county facility shall segregate solid waste separately into any category as may be required by county. Upon the passage of 90 days from the county's adoption of a resolution declaring that recycling is mandatory, haulers shall be responsible for having all recyclables, at the time of delivery, segregated from all other waste.

Violations & Fines
Failing to provide recycling collection, refusing to segregate recyclables as directed, or skipping the annual reporting required by § 50.04(F) can lead the county to deny, suspend, or revoke a hauler's license under §§ 50.02 and 50.10. Beyond losing the license, § 50.99 makes any violation of §§ 50.01 through 50.10 a misdemeanor punishable by a fine of up to $1,000, up to six months in the Carroll County Detention Center, or both, in addition to a civil fine of up to $1,000 for a first violation and up to $5,000 for each later one.
