All Businesses within unincorporated areas of Lee County shall establish an on-site recycling program and recycle a minimum of one (1) Recyclable Material that the business generates. This primary Recyclable Material shall be the Recyclable Material that makes up the largest portion of the Business' waste stream.

Article III of Chapter 23 makes recycling mandatory. Under section 23-52(a), every business in the unincorporated County must establish an on-site recycling program and recycle at least one material it generates, choosing the material that makes up the largest share of its waste stream. A written service agreement must provide at least one collection every two weeks, and a recycling program form has to stay on site for County review. Multifamily properties of five or more units collect paper, cardboard, glass, #1-#7 plastics, metal and aluminum cans, white goods and electronics, on a schedule that is at a minimum weekly. Homes on "1-1-1" service get one weekly collection of commingled recyclables.
