Ulster County mandates source-separated recycling under Local Law No. 5 of 1988 (as amended) β the Ulster County Mandatory Source Separation and Recycling Law. Required recyclables for residents and businesses: paper and cardboard, metal food and beverage cans (aluminum and steel), glass bottles and jars, and #1 (PETE) and #2 (HDPE) plastics. UCRRA administers the program and operates a single-stream MRF (Materials Recovery Facility) in Kingston. Additional items banned from trash by NY State law: electronic equipment (NY Electronic Equipment Recycling and Reuse Act β computers, TVs, monitors, printers, e-readers), rechargeable batteries (Rechargeable Battery Law), automotive products (used oil, tires, lead-acid batteries), and yard waste in many jurisdictions. Commercial generators must have written recycling programs. Haulers are required to provide recycling service to customers. Contaminated recycling loads can be rejected and redirected to trash at tipping-fee expense.
Under Local Law No. 5, violations carry penalties up to $500 per offense; commercial violators face higher fines. Putting electronics in trash: NY State enforcement with fines. Hauler non-compliance: loss of county hauler permit.
