SCC 7.42.040 sets recycling standards for haulers in unincorporated Snohomish County. All single-family garbage service in the recycling zone must include recycling collection, provided weekly. Processing must ensure no more than five percent by weight of collected source-separated recyclable and compostable material is landfilled, except in an emergency approved by the county council.
Service and diversion standards are enforced by the solid waste management division against certificated haulers; residents are not fined for recycling participation.
