Lake County Code § 50.02 requires every hauler working in the county to provide recyclable-material pickup as part of basic service to single-family homes at least once every two weeks, and to offer it to multifamily buildings, businesses and institutions. Collected recyclables cannot be landfilled or incinerated unless the hauler has made reasonable efforts to sell the material to a processor. In unincorporated Lake County, haulers must also offer volume-based trash pricing (a graduated can rate or limited-disposal program). Waukegan, Highland Park, Gurnee and other incorporated municipalities license and regulate recycling collection within their own borders separately under § 50.03(B).
