Sec. 10-17(a)(16) lists yard waste, meaning leaves, tree limbs and brush, among the materials collected in special containers at the Solid Waste Authority's manned convenience centers, alongside newspapers, glass by color, aluminum and bi-metal cans, PET and HDPE plastics, motor oil, lead-acid batteries and scrap metal appliances. No individual may drop off more than four cubic yards of material per day at a center, and everything must be broken down to its smallest size before being placed in the equipment, Sec. 10-17(a)(13). Bulkier yard debris, such as large stumps or heavy limbs that will not fit properly, cannot go into center containers at all; items of that mass must be hauled directly to a landfill, since the equipment is meant only for normal household-generated waste, Sec.

10-17(a)(4). It is also unlawful to start a fire in, around or near any of the collection equipment, or to place burning material, hot ash or flammable liquid in it, Sec. 10-17(a)(8). Recycling participation, including yard waste separation, is encouraged rather than mandated for residents and visitors, Sec. 10-17(a)(16) and Sec. 5-20. Licensed haulers must also keep yard waste separate from ordinary solid waste rather than combining the loads, with each stream collected and disposed of separately at the designated facility, Sec. 5-26(e); a hauler who fails to comply is subject to the penalties in Sec. 5-28.
