All containers for solid waste, yard waste, and recyclables must be placed for collection within three feet of where the street meets the property of the residential or commercial unit. If the slope of the property is inclined to such a degree so as to prevent containers from being placed and maintained in an upright position, the containers may be placed in the street, immediately adjacent to the property of the residential or commercial unit. Within 24 hours of the container being emptied on the regularly scheduled service day, the container must be brought to within three feet of the home or business to which they are assigned, except for residents located in the rural area that live outside of a subdivision, who are only required to move the container back at least ten feet from where the street meets the resident's property. For every address in violation of this paragraph, the public works department is authorized to charge the owner a fee of $25.00 dollars for each container or can left out in violation of this paragraph up to a maximum fee of $150.00 dollars per calendar year. No fee shall be charged to or assessed against an owner until the owner has received at least one written notice of violation from the public works department.
