All trees on public property are protected to the same degree under the 911.03 permit requirement β there is no enhanced protection based on age, species, or historic significance. Private trees remain entirely outside municipal regulation. Property owners interested in preserving notable trees may pursue voluntary conservation easements or work with the Cuyahoga Soil & Water Conservation District.
No heritage-tree-specific penalty exists. Standard Chapter 911 violations for public trees apply: minor misdemeanor first offense; M4 for willful damage under Parma 698.02 (up to $250 / 30 days).
