Parma 911.03 requires a permit from the Director of Public Service for any plant/prune/remove activity on public-property trees, including tree lawns. Section 911.12 grants the City authority to preserve and remove public trees as needed for safety. Section 1707.11 obligates the Director to keep public-place trees trimmed so branches are at least nine feet above sidewalks/driveways and clear of curb lines. Section 1707.12 requires abutting property owners to maintain the tree lawn fronting their property in good condition, free of nuisance. Private-property trees are not regulated by the Parma code outside of nuisance abatement under Chapter 1707.
Violations are prosecuted under Parma 698.02 β minor misdemeanor first offense (max $150); willful or repeat violations are fourth-degree misdemeanors (max $250 plus 30 days). Code-official abatement of nuisance trees on tree lawns may be billed to the abutting owner plus 25% administrative fee under 1707.10.
