Chapter 42, Article X (Sec. 42-550 et seq.) of the Des Moines Municipal Code, established by Ordinance No. 14,889, creates a comprehensive tree removal and mitigation framework. No city approval for grading permits, site plans, subdivision plats, or plats of survey will be granted until an applicant submits and receives approval for a tree removal and mitigation plan. The plan must include three copies with a written statement justifying removal. Replacement plantings are required based on the size and number of trees removed. Private property owners may also voluntarily seek plan approval. Chapter 122 (Vegetation) provides supplemental tree species and standards. Enforcement is by Planning and Development Services.
No development permit will be issued without an approved tree removal plan; violations may result in stop-work orders and restoration requirements.
