Customers who experience a sudden spike in water use due to a hidden underground leak, slab leak, or burst pipe can request a leak adjustment from Public Utilities Customer Service. The customer must repair the leak within 30 days, submit a plumber's invoice or photo of the repair, and apply within 60 days of the high bill. Adjustments are limited to one per 24-month period and refund the volumetric water and sewer charges above the rolling 12-month household average. Visible leaks (running toilets, dripping faucets) generally do not qualify because they are considered preventable.
Failing to repair a known leak after written notice from Public Utilities can trigger service termination and a $50 reconnect fee, plus full liability for documented water loss.
