Under California Water Code 13550 and Title 22, recycled water is required for irrigation where it is reasonably available and economically feasible. CVWD, EMWD, and WMWD operate large purple-pipe networks serving golf courses such as those in Indian Wells and La Quinta, plus county parks and roadway medians. Title 22 mandates separate piping, signage, and certified site supervisors for nonpotable recycled water. Cross-connection control and annual training are enforced. Direct potable reuse projects are advancing under California State Water Board regulations adopted in 2024.
Cross-connection violations may halt service, require system disinfection, and trigger fines from the State Water Board and local retailer up to 25,000 dollars per day.
