Full Breakdown

015, for a stricter landscaping standard than the rest of Kern County. Added by Ordinance No. G-8558 in 2015, Subsection A applies to single-family dwellings inside that plan area: for landscaping installed after the plan's adoption, the front-yard landscape area cannot contain turf at all, every plant and tree in that front-yard area must come from the current Approved Plant List maintained by the Indian Wells Valley Water District, irrigation must use a low-volume system, and irrigation water has to stay on the property during a normal watering cycle rather than running off onto sidewalks or streets.

Subsection A(2) only 'encourages,' rather than requires, existing single-family homes not already covered to follow the same restrictions when they add or replace landscaping. 020 and the statewide Model Water Efficient Landscape Ordinance (Cal. , Title 23, Div. 2, Ch. 7) control new landscaping without an outright turf ban, so this front-yard turf prohibition is unique to the Indian Wells Valley plan area rather than countywide. 040(B) limit turf and off-list plants to no more than half of the required landscape area rather than banning turf outright.

Compliance is reviewed at building permit stage by Kern County Public Works, which checks the landscape or plot plan against the plan area boundary and the Approved Plant List before signing off.

Violations & Fines

Installing prohibited front-yard turf, using unapproved plants, or letting irrigation runoff reach a sidewalk or street inside the Indian Wells Valley plan area is a Title 19 zoning violation. The county can withhold a certificate of occupancy until the landscaping is brought into compliance, and Section 19.114.060 makes a continuing violation a misdemeanor punishable by up to a $1,000 fine and six months in county jail, with each day counted separately.

Frequently Asked Questions

Does the front-yard turf ban apply to my house in Bakersfield or Ridgecrest?
No. Section 19.86.025 only reaches unincorporated Kern County parcels inside the Indian Wells Valley Land Use Management Plan area, defined in Section 19.08.015. Bakersfield and the incorporated city of Ridgecrest are separate jurisdictions with their own landscaping codes, and land outside that plan area follows Kern's general landscaping chapter instead.
Can I keep the turf lawn I already have in my front yard?
Existing lawns installed before the plan area's turf rule took effect aren't required to be removed. Subsection A(1) applies to landscaping installed after the plan's adoption, and Subsection A(2) only encourages, without requiring, older single-family homes to convert existing front-yard turf when they add or replace landscaping.
What plants am I allowed to use in the front yard instead of turf?
Only plants and trees on the current Approved Plant List maintained by the Indian Wells Valley Water District. That list is on file with the water district, and the irrigation feeding those plants must be a low-volume system that keeps water on the property rather than draining onto a sidewalk or street.
