060 of the Water Efficient Landscaping chapter sets hard percentage limits on water-intensive landscape and turf for any rehabilitated or new model home or new residential development. Lots of 9,000 square feet or less are capped at 10 percent water-intensive landscape or turf of the total lot area; larger lots up to one acre get 10 percent of the first 9,000 square feet plus 5 percent of the remainder. The section further mandates that any water-intensive landscape or turf be located only in rear yards and prohibits it entirely within any right-of-way.

Developers must give homeowners a copy of the ordinance before closing on a new residential unit, and the homeowner must sign an affidavit of acceptance that the developer permanently retains and submits to the city manager. 070 applies parallel but distinct caps to non-residential facilities: churches are capped at 25 percent of total lot area, resorts including hotels and motels at 10 percent, commercial and industrial uses under 9,000 square feet at 10 percent, and larger commercial and industrial uses at 10 percent of the first 9,000 square feet plus 5 percent of the remainder; common areas in residential developments get 10 percent of the first acre and 5 percent of each additional acre up to five acres, with developments over five acres barred from any additional water-intensive landscape or turf in common areas.

Active recreational turf areas, defined as fields at least 100 feet by 100 feet used for organized sports, are excluded from these percentage calculations under both sections. 030(b).
