Unpermitted ADU construction is a zoning violation under MCC Titles 20/21 with daily fines, stop-work orders, and required permit-or-remove abatement. Coastal Zone violations are separately enforceable by the California Coastal Commission. State HCD has audit authority and can order corrective action if local rules conflict with state ADU law.
