Fullerton regulates carports under Title 15 (Zoning), Chapter 15.17 (Residential Zone Classifications), section 15.17.050, which sets site development standards for the R-1, R-1P, R-2, and R-2P zones. A patio or porch cover, carport, or other non-enclosed accessory structure, whether attached to or freestanding from the main residence, must be set back at least 5 feet from any rear property line and 3 feet from any side property line that abuts a residentially-zoned lot. For larger detached buildings, the rules shift on size: an accessory building under 600 square feet and not more than 10 feet in height at the property line is exempt from the side and rear yard setback requirements that apply to the main dwelling, provided drainage is directed onto the same lot and the structure meets Fullerton Building Code fire-separation requirements. An accessory building 600 square feet or larger, or with a wall height over 10 feet, must comply with the same setbacks as the main building. Carports that provide required parking are also subject to the parking standards in section 15.17.080 (parking stall dimensions, no encroachment from posts) and the city has adopted the 2022 California Residential Code and Building Code through the Building and Safety Division. A building permit is required for the structure itself, and any electrical work (lighting, EV charging) needs a separate trade permit.
Building a carport without a permit, intruding into the 3-foot side or 5-foot rear setback, or exceeding the 10-foot height/600-square-foot size threshold without main-building setbacks can trigger code-enforcement action, stop-work orders, and required modification or removal.
