Santa Barbara County LUDC Section 35.42.015 follows California Government Code 66314, allowing existing garages to be converted to ADUs without requiring replacement of the displaced off-street parking spaces.
Santa Barbara County LUDC Section 35.42.015 implements California's statewide ADU laws (Government Code Sections 66310 to 66342), which strongly favor garage-to-ADU conversions. Under Government Code Section 66314(d), when a garage, carport, covered parking structure, or uncovered parking space is demolished in connection with the construction of an accessory dwelling unit or converted to an accessory dwelling unit, the local agency shall not require that those off-street parking spaces be replaced.
