California Government Code Β§65852.2 allows conversion of existing garages, carports, and other accessory structures to ADUs. The County cannot require replacement parking for ADU conversions per state law. However, a building permit from County PDS is required. The conversion must meet all building code requirements for habitable space including: minimum ceiling height (7 feet), adequate natural light and ventilation, proper egress windows in bedrooms, GFCI electrical outlets in kitchens and bathrooms, plumbing for kitchens and bathrooms, and fire-rated walls if adjacent to another dwelling. Energy efficiency upgrades per California Energy Code (Title 24) may also be required. Garage doors may need to be replaced with walls meeting structural and insulation requirements.
