Garage conversion rules in Sonoma County, CA — sometimes called garage-to-ADU or accessory living unit conversions — govern permits, ceiling height, egress, and parking replacement.
Converting a garage into living space in unincorporated Sonoma County is most commonly done as an ADU or Junior ADU under County Code Secs. 26-88-060 and 26-88-061. A building permit is required to change the use from a garage to habitable space, and an existing-structure conversion ADU is allowed ministerially.
In unincorporated Sonoma County, a garage conversion to habitable space is regulated chiefly through the County's accessory dwelling unit framework. An ADU created by converting existing space, such as an attached or detached garage, is permitted ministerially under Sonoma County Code Sec. 26-88-060, consistent with California ADU law. A Junior Accessory Dwelling Unit (JADU), capped at 500 square feet, may be created within an existing single-family dwelling or its attached garage under Sec. 26-88-061. Either way, a building permit is required to convert a garage into living quarters because the use is changing from non-habitable to habitable; the work must meet building-code standards for living, sleeping, cooking, and sanitation, and the unit must connect to a septic or sewer system. JADUs require no additional parking, and conversions of existing space benefit from state-law protections that limit when replacement parking can be demanded. Because the conversion eliminates an enclosed parking space, owners should confirm whether any replacement parking applies under the County's ADU standards or parking exemptions. Owner-occupancy is not required for an ADU; for a JADU, the owner must reside in either the primary dwelling or the JADU. Like all ADUs and JADUs, a converted unit cannot be used as a vacation or transient rental and may only be rented for 30 days or longer.
Occupying a converted garage as a dwelling without a building permit and required inspections is a code violation; unpermitted conversions may need to be legalized through Permit Sonoma or restored to garage use.
