The 2018 IRC adopted in Building Ordinance 2021-03 exempts a one-story detached tool or storage shed of 300 square feet or less from a building permit, provided it has no utilities run to it. The exemption is only from the permit, not from zoning: the shed must still meet the county's accessory-structure setbacks of five feet from side and rear lines and cannot sit in an easement. On residential lots of 20,000 square feet or less, a shed under 120 square feet and no taller than ten feet may be placed in the rear setback but no closer than five feet to the rear line. Running power or water to any shed removes the exemption and triggers permits.
