The following fees are to be collected by the department of planning and development for applications made prior to start of subdivision, commercial, industrial, office, and/or multifamily development or construction and utility installations as set out in subsection (d)(2) below and other fees as set out in subsections (d)(3) -- (5). For applications made after the start of subject construction or development the fee shall be three (3) times the amount stated. Any inspection of completed construction work, or required phases thereof, made at the request of the owner/agent, which does not meet county standards, resulting in an additional inspection, shall require an additional fee equal to fifty (50) per cent of the initial fee for utility, access and driveway tile permits or equal to fifteen (15) per cent of subdivision final plat and plot plan fees. The intent of this section is not to limit individual home owners from improving their personal real property by requiring building permits.

(1) Subdivisions, commercial, industrial, office and multifamily developments.

a. Preliminary plats, final plats and replats of subdivisions; commercial, industrial and office development plot plans and multifamily developments; and large tract developments. Fees shall be collected as follows, with a development unit being an acre, or lot, or dwelling unit, or two thousand (2,000) square feet of floor space (for commercial, industrial, or office only), whichever is greater:
