Summary
Pulaski County's planning department permit fees under § 2-242(e) apply to subdivisions, commercial, industrial, office, and multifamily development: the section says its intent is not to require building permits from individual homeowners improving their own property.
The following fees are to be collected by the department of planning and development for applications made prior to start of subdivision, commercial, industrial, office, and/or multifamily development or construction and utility installations as set out in subsection (d)(2) below and other fees as set out in subsections (d)(3) -- (5). For applications made after the start of subject construction or development the fee shall be three (3) times the amount stated. Any inspection of completed construction work, or required phases thereof, made at the request of the owner/agent, which does not meet county standards, resulting in an additional inspection, shall require an additional fee equal to fifty (50) per cent of the initial fee for utility, access and driveway tile permits or equal to fifteen (15) per cent of subdivision final plat and plot plan fees. The intent of this section is not to limit individual home owners from improving their personal real property by requiring building permits.

Full Breakdown
Code § 2-242(e) sets application fees the Department of Planning and Development collects before subdivision, commercial, industrial, office, or multifamily construction and utility installation begins, tripling if filed after work starts. The same subsection states outright that its intent is not to limit homeowners from improving their personal real property by requiring building permits. So a shed built by a homeowner on residential property in the unincorporated county isn't run through this permit-and-fee process: it's reserved for development-scale projects.
Violations & Fines
No permit or fee applies to a homeowner's own shed. Commercial, industrial, subdivision, or multifamily projects that start construction before filing pay triple the standard planning department fee.
