The placement or construction of garages and carports on any building site used for residential purpose...shall comply with the setback requirements for a main building except as otherwise specified as follows...(3)Detached garages and carports...may be placed or constructed any place within the required rear or interior side setback area except within those areas where fences and walls are limited to a maximum height of three and one-half (3.5) feet as specified in section 7-9-64.

Three exceptions apply: an attached or detached garage entry must sit at least 20 feet from the street right-of-way (18 feet with a roll-up door); garages and carports served by an alley, private street or common driveway can sit as close as 5 feet from it; and detached garages and carports can otherwise go anywhere in the required rear or interior side setback, except where fence height is capped at 3.5 feet under section 7-9-64.
