There is no countywide bee permit in Hamilton County. Ohio regulates apiaries at the state level: under ORC 909.02, a beekeeper must file an annual registration with the Ohio Department of Agriculture (ODA), whose apiary inspectors check colonies for American foulbrood and other diseases. Where you can site a hive is a local land-use matter decided by your municipality or, in unincorporated areas, your township under ORC Chapter 519 - subject to the agricultural exemption in ORC 519.21. Neighbors' complaints about a hive are handled through local zoning and nuisance provisions. Contact ODA's Apiary Program to register before June 1 each year.
Failure to register with ODA is enforced by the Ohio Department of Agriculture under ORC Chapter 909. A hive that becomes a nuisance can be abated under local municipal or township nuisance rules.
