Deer Park regulates beekeeping through its animal control provisions in the Code of Ordinances. Beekeeping is permitted on residential property subject to hive placement, management, and nuisance standards. Hives must be maintained so bees do not create a public nuisance or hazard to neighbors. Texas Apiary Inspection Service registration is required for all managed colonies in the state.
Deer Park allows residential beekeeping subject to animal control provisions in the Code of Ordinances. Hives must be positioned to minimize flight path conflicts with neighboring properties, ideally with a flyway barrier (fence, hedge, or structure) at least 6 feet tall within 10 feet of the hive entrance to force bees upward. An adequate water source must be maintained on the beekeeper's property to prevent bees from congregating at neighboring pools or pet bowls. Aggressive colonies must be requeened promptly. Texas state law requires all beekeepers to register with the Texas Apiary Inspection Service (TAIS) under the Texas Agriculture Code Chapter 131, regardless of colony count. TAIS conducts inspections for disease, particularly American foulbrood, and may order destruction of infected colonies. Africanized honeybee management protocols apply across Harris County and surrounding areas. The city may declare bee colonies a public nuisance if they pose a stinging hazard, swarm repeatedly, or interfere with neighboring property use. Code Enforcement at (281) 478-7243 handles complaints related to bee nuisance issues.
Maintaining bees that constitute a public nuisance may result in code enforcement action requiring removal of the colony. Failure to comply can result in municipal court citations with fines up to $500 per offense. Failure to register with TAIS carries state administrative penalties. If bees are determined to be Africanized and pose a public safety threat, the city may order immediate removal at the owner's expense.
