Baltimore County's animal code (Article 12) sets no beekeeping rules. Honeybees are regulated by the state: Maryland's Apiary Inspection Law requires beekeepers to register colonies annually with the Maryland Department of Agriculture. Hive placement follows county zoning and nuisance rules.
Article 12 covers dogs, cats, livestock, fowl, wild and dangerous animals, but does not address honeybee hives, so there is no county keeping-permit specific to bees. Maryland regulates apiaries statewide: under the Agriculture Article (Β§5-501 et seq.) and COMAR 15.05.02, any person who keeps bees must register colonies annually with the Maryland Department of Agriculture, which inspects for disease. Locally, a hive must not become a nuisance (Article 13 nuisance provisions) and must comply with Baltimore County Zoning Regulations setbacks and accessory-use rules. Contact MDA's Apiary Inspection program to register.
Enforced at the state level by MDA for unregistered or diseased colonies. Locally, a hive creating a nuisance can be abated under county nuisance/property-maintenance provisions.
