(c) Subject to the laws, rules and regulations of the State of Texas, any resident of the city shall be permitted to fish for and remove from the creeks, lakes and ponds in public parks any fish that they may catch with a rod and reel or cane pole. Fishing from a vessel and the use of trot lines, nets or seines, as well as noodling are prohibited in all city parks.
