Lynchburg, VA Animal Ordinances: Breed Restrictions (2026)

City Code Sec. 2 defines a 'hybrid canine' as any animal that has ever been permitted, registered, licensed, advertised or represented as a hybrid canine, wolf or coyote by its owner to a veterinarian, law enforcement officer, animal control officer, humane investigator, health department official or state veterinarian's representative. 00, and no one other than a licensed pet store or companion-animal dealer may own more than two hybrid canines. Each hybrid canine must be permanently identified by a tattoo on the inside thigh or an electronic implant, and must wear an animal-warden-issued tag on its collar at all times identifying it as a hybrid canine; the owner's property must also be posted with visible warning signs.

At all times the animal must be confined in a securely enclosed structure that prevents escape and contact with people or other animals, and when off the owner's property it must be kept on a leash and muzzled. Veterinarians practicing in the city must notify the animal warden of any hybrid canine they encounter. This is the only breed- or type-specific regulation in the animal code beyond the general dangerous/vicious-dog impoundment language in Sec. 2, which addresses individually dangerous dogs case by case rather than by breed.
