The county's dangerous-animal system in sec. 5-163 is behavior-based: the animal control director may declare any individual animal "dangerous" after a hearing if it attacks, bites, or approaches people in a vicious manner, regardless of breed. Under sec. 5-67, the owner of any dog previously determined dangerous (here or in a comparable jurisdiction) that is harbored in the unincorporated area must obtain and possess an annual dangerous-dog license, obtainable only from the director.
