Chases or approaches a person upon the streets, sidewalks or any public grounds in a menacing fashion or apparent attitude of attack; or c. Has a known propensity to attack unprovoked, or to cause injury or otherwise to threaten the safety of humans or pet or domestic animals.

Full Breakdown
The county board or its designee can declare a dog potentially dangerous after an unprovoked bite, menacing charge, or a known propensity to attack, and dangerous after a severe unprovoked injury to a person, an unprovoked kill of another animal, or a repeat attack after an earlier potentially-dangerous finding. Declarations trigger mandatory leashing, muzzling, or secure confinement, and dangerous-dog owners must post warning signs, carry a $250,000 bond or liability policy, and pay a $75 annual registration fee on top of the regular dog license.
Violations & Fines
Violating confinement/leash restrictions on a potentially dangerous dog is a misdemeanor; doing so for a declared dangerous dog is a gross misdemeanor, and the dog can be seized and impounded at the owner's expense.
