Summary
Any Thurston County driveway or parking area serving more than four vehicles must be hard-surfaced: asphalt, concrete, permeable pavement, or similar, built durable and dust-free and graded to drain properly. The county engineer signs off on where driveways connect to the street, and multifamily buildings with five or more units can't be laid out so residents back straight into traffic.
Parking area design shall include: A.Ingress and Egress. The location of all points of ingress and egress to parking areas shall be subject to the review and approval of the county engineer. ... B.Backing Out Prohibited. In all commercial and industrial developments and in all residential buildings containing five or more dwelling units, parking areas shall be so arranged as to make it unnecessary for a vehicle to back out into any street or public right-of-way. ... E.Surfacing. All parking areas and driveways for more than four vehicles shall be surfaced with permeable paving surfaces in conformance with the Thurston County Drainage Design and Erosion Control Manual, asphalt, concrete or similar pavement so as to provide a surface that is durable and dust free and shall be so graded and drained as to properly dispose of all surface water. F.Stormwater Runoff. Stormwater management is required and shall comply with the Thurston County Drainage Design and Erosion Control Manual and shall be subject to the county's review and approval, and shall, moreover, comply with Chapter 15.05 of the Thurston County Code.

Full Breakdown
050 of the zoning code, the Development Standards for off-street parking, sets the physical rules for every driveway and parking area built under Thurston County's zoning title. Subsection E requires that "all parking areas and driveways for more than four vehicles" be surfaced with asphalt, concrete, permeable paving, or similar pavement, built durable and dust-free, and graded and drained so surface water is properly disposed of, in conformance with the county's Drainage Design and Erosion Control Manual. 05 TCC, the county's stormwater standards chapter, into every parking and driveway project.
Subsection A gives the county engineer authority over where a driveway's ingress and egress points sit, including the power to require access from a side street instead of a front street when one is available, and to alter existing access later if traffic safety requires it. Subsection B bars "backing out" driveway designs entirely for commercial and industrial developments and for any residential building with five or more dwelling units: those parking areas must be arranged so a vehicle never has to back out into a public street or right-of-way.
Maneuvering aisle and parking stall dimensions for the paved area are pinned to Tables 21T-18 through 21T-20 under subsection C. None of this reaches driveways serving four or fewer vehicles, the typical single-family case, which is why gravel driveways survive on smaller residential lots even though the county requires hard surfacing everywhere above that threshold.
Violations & Fines
Chapter 21.72 doesn't carry its own driveway-specific fine schedule, but the stormwater half of the standard does: because subsection F pulls Chapter 15.05 TCC into every parking and driveway project, a driveway that violates the Drainage Design and Erosion Control Manual is enforced under Section 15.05.020 as a civil infraction, heard under RCW Chapter 7.80 and Title 26 TCC, with the county's storm and surface water program manager as the designated enforcement officer and a monetary penalty set under RCW 7.80.120. An unresolved infraction can be recorded against the property with the county auditor.
