Under Title 14, all cats must be registered (licensed) with the Animal Control & Rescue Center and vaccinated annually against rabies by a veterinarian. The parish strongly encourages spaying and neutering: owners of altered pets pay a reduced license fee of $10, while an unaltered pet's fee is $20. A cat is considered 'at large' if it is not within the owner's home, yard, primary enclosure, or physical possession, with an exception for community (feral) cats. The ACRC works with local groups, including the Companion Animal Alliance, to run trap-neuter-return (TNR): community cats are humanely trapped, spayed/neutered, vaccinated, and ear-tipped, then returned to their original area.
