Under County Code Sec. 3-125, no person may own, keep, or harbor any dog, cat, or ferret over four months of age unless the animal is licensed, with a valid rabies certificate accompanying the application. CB-46-2019 (effective February 3, 2020) excluded free-roaming cats from the definition of 'animal at large' and clarified that feeding and caring for community cats does not create a public nuisance unless it disturbs the peace, comfort, or health of nearby residents. The county's Animal Services Division promotes trap-neuter-vaccinate-return (TNVR), including rabies vaccination, as the method for humanely reducing free-roaming cat populations.
