Prince George's County requires dogs to be leashed or confined whenever off the owner's premises. Animals running at large may be impounded, and leashes are capped at ten feet. Retractable leashes and e-collars do not satisfy the requirement.
County Code Subtitle 3, Section 3-135 makes it unlawful to let a dog or other animal run at large. An animal is 'at large' when off the owner's property and not leashed, except service animals, dogs in M-NCPPC-designated exercise areas, or those in a securely fenced area with permission. The physical leash may not exceed ten feet; a retractable leash, electronic training collar, or similar device does not meet the requirement. Animal Services (Department of the Environment) enforces the rule countywide and may impound loose animals. Free-roaming community cats were excluded from the 'at large' definition by CB-46-2019.
Civil citations escalate for repeat at-large violations, plus impound and boarding fees to reclaim the animal.
