Cats aged five months or older harbored in unincorporated Sedgwick County must be vaccinated against rabies annually. The county does not require a cat license, but free-roaming cats that trespass or create a nuisance can be addressed under the nuisance-animal provisions.
Sec. 5-131 requires the owner/harborer of any dog, cat or ferret aged five months or older in the unincorporated area to have it vaccinated against rabies. For cats, the first inoculation covers one year and each subsequent inoculation must be obtained annually, with a veterinarian's written certification each year. Cats are not subject to the county dog-license requirement, but they are "animals" under sec. 5-1, so a cat that trespasses, threatens people or other animals, or is kept in a manner causing odors, noise or safety hazards can be declared a nuisance animal under sec. 5-161. Rabies exposure and bites are handled under Article IV.
Failing to vaccinate a cat as required is a chapter 5 violation (sec. 5-134); nuisance cats may be impounded and abated, with fines up to $500 fixed by the county court.
