Section 2403 of the Douglas County Zoning Resolution permits domestic, noncommercial poultry (chickens, turkeys, pigeons, ducks) and small livestock (rabbits, chinchillas). On any residential lot under 2.3 acres the limit is 4 poultry/fowl and 4 small livestock; poultry are restricted to female chickens (Gallus gallus domesticus), so roosters are not allowed. ER/RR lots of 2.3+ acres may keep 30 poultry and 50 small livestock; A-1/LRR lots of 9+ acres have no limit. All must be properly housed (coop, hutch) and meet the accessory-use setback. These limits apply to unincorporated parcels including Highlands Ranch; incorporated towns set their own poultry rules.
Keeping roosters, exceeding the count, or improper housing violates the Zoning Resolution and is enforced by Douglas County Planning/Code Enforcement; slaughtering poultry or small livestock is prohibited.
